The New York Times' Washington correspondent says : It onght to be uuderstood that the recent proolamition offeriug a reward for the apprehonsion of Jaff. Davis as one of the parties rrnplicated in the assassination of Mr. Lincoln was not issued by President Johnsun as Lis individual act or meroly upon his personal opinión as to the guilt of Davin. It was issued in pursuanco of the decisión of the proper legal authority. It was first unanimously de cided in Cabinet meetiüg that all parties in any way connocted witn the oonspiracy should be tried by a military tribunal and not by civil courts. All the testimony relatmg to the matter was then placed officially ia the banda of the Judge Advocate General, Hon. Jos. Holt, who examinad it very care fully, and made a writton report to the Secretary of War, giving ie aa lm official opinión that the evidunce prored Davis lo have been counucted vrith tho inception and execution of the plot. It was upon this official report the procldmation vías based. It is not to ho snpposed that any direct and personal actiou in the matter can be trnoed to Davis, but it wiil bo proved that the conspiracy was framed and prosecuted with his knowUdga and assen t.
