The troaty between the United States and the Republic of Honduras, is officially proclaimed. It provides for per petual amity, and reciproca] freedom of commerce and navigation with Hondu raH, engages to open negotiations witL the various governwents with which it may have relations for their separate reoognition of the perpetual neutrality, and for the protecüon of the Honduras Inter-Ooeanic Raüroad frora the Atlantio to the Pacific Oceaus. Honduras agrees that the right ot way or traosit over such route shall be at all times open and free to the govcrnment, and oitizeoa of the Uuited States for all lawful purposes whatsoever. In oousideratioa of theso conoessions, tho United States engnges, in coujnnction with Honduras, to protect the same froin intorruption, seizure or nnjust confisoatiou from whatever quartors. The atteinpt may proceed so locg as the spirit and intention of this article, on this subject, shall be preservod.
