Washington, Nov. 7. Tlie United States -Consul stationed at Havana, under dato oí' üotober 31st, informa the Stato Department that the Captain General of the Island of Cuba has tendered the British CoqsuI General troopa and war vesso's to go and assist the authorities. ïho .- vessels were accepted, aud two of them sailed on tho date oí his dispatch, from St. Jago de Cuba. The (Jonsul at Havana endoses to tho State Department a diapateh from our Consul ut Kingston, in whieh he sutes that his predccessors, who has had so me four years' experienoe with the Islanders, expresses fears that it will require several months to suppress the insurrectiíMi etfectually. Ho expresses Ihehope thal an American war steamer may be dispatohed to that port, and states that there are on tho Islaud oí Jamaica about 400,000 iuhabitants of whom otily 10,000 are whites, about 75,000 mulattoes, and tho remainder blacks.
