Whereas, By tho proolamation of tho President of tbs United States of the 15th of December,, oce thousand ei L h t huudred and sixty-three, the privilege of the writ of habeas corpusva eortain cases therein set forth waa uspended tbroughout ka United States; And whereas, The reasons for that suspension tnay be regarded as having ceased iu sume ot the States and Tetritories ; Now, thorefore, be it known that I, Andrtnv Johüsou, President of tho Uoited Statos, do hereby proc!iira and declare that the suspension aforesaid, und ;:il other proclarnations aod orders uspendiug the privilege of the writ of habeas corpus in the otates and Territorios of the United Btates are revoked and anaulled, exceptirjg aa to the States of V:,rgiuia, Kentuoky, Teu nesse .■, North Carolina, Soutb Carolina, Georgia, Florida, Alabarua, Mississippi, Louioiana, Arkaosaa aud Texas, the District oí Columbia, and the Territorios of New Mexico and' Ai izoua.
