Resolved, by the Señale and House of Representatives of the United States itf Amertcu, in Cojigress assembhd, (two-thirds of both Jouses eoneurrwg,) That the lollowing article he proposed to the Legislatures of the scvei'ul States as an iimendment to the CoDHtitutiou of tho United States, which, when ratified by three-fourths of such Legislaturas, shall become a part of the Constitution, to wit : liepiesenlatives shnll be appoitioned among the sevcrul States which may be included withiu the Union aceording to the nuinber of mule citizens of the age of tweuty one years huving in e:ich State the quabfieatiow t-equisi te for electora of the must numerous bfftnch of tho Staie Legislature. The actual enumeration of such tilizens shall be made by the census oí the United States. Resolved, ly the Senafe and House of Reprcsentalivcs of the United States of America, in Congress assembled, [two-tMrdt of bolh Houses concurring,) That the following be proposed to the Legislatures of the several States, as an amendment to the Constitution of the United States, which, when ratified by three-fourths of such Legialatures, shall beeoino a part of the said constitution, instead of tho third parngraph of the second section of tbe first artrcle, to-vvit : Representa'ivasgshall be apportioned among the several States vvbich may be included within this Union according to the nuraber of male citizens over twenty-one years of age having the qualilications requisito for eleetors of the most numerous branch of tho State Legislature.
