A new Steam Engine, mventcd by Samuel Harris, of Washington, D. C, has been n aticcessful operaiicu in that city for over two years. It is operated upon tbo principie of reaction and direct action, both at the same time. Tho reaction whcel is simply a bollow shaft, havDg two or more hollowartns; steam, ssuing from opposito sides of these arms, causes them to revolee by forco of reaclion or unbalanced pressure. Just outside the hollow artns is a wheel, haviug buckets od the inside of its rim this wbeel is hiing upon a shuft in line svith ilie hollow shaft. Toe steam, alter exerling ts full power of reaction upon the bolluw arms strikes the buckets and forces the outer wheel in tbe opposite direction. The power of both wbeels is used in driving maobinery by mcan.s of óne cross belt. Tbosc eugines have been tested by long and hard usage, and havo proved tlieniselves equal to the best piston enginea in eoonomy of fue!. Tbo great points gained by Mr. Harris, are diminiübed enst, simplicity, less liability to get out of order; can be set up without an expensive foundation, and opernteil withowta skilled engincer. A ten-horse power weighs but 300 pounds and oosts complete (without boiler), 400. These engines bave been exarained and tested by a largo number of Government and otber engineers, who have - almost vitbout exception - pronouneed them superior to any in use for btationary purposTbe gambling houses of New Orlcans have been closed in conformity witb the woont aol of the Lgislature,
