Havana, March 1. The insurgent general, Napoleon Arraiig , who originated the rebellion in tle interior departtnent, has voluntarüy surrendered to the authorities at Laseinen i with seventy of hts men. He promieos to come to Havana to eonfer with the Captain-Geueral as to the best means of onding the rebcllion without furthcr bloodshed. The rebels have burnc-d somo 'warehousen at Incaro. A letter from Santiago, Cuba, Fcb. 18, gires the following iiecount of the trial and uzecution of the niembera of the Cuban junta of that city.
