Whereai, It has como to my knowl edgo that eundry illegal military enter prises and expcdiliont aro being set on foot within the territory and jurisdic tion of the United States witti a view ti carry ou the eaine from such teniton and junsdiution ogainst the people an( district of the Dominion of Canada, with in tho dominion of her Majesty, the Queen of the United Kiugdom of Grcat Britain and Irelacd, with whom the United States is at pence ; Now, thoroforo, I, Ulyeaos S.
