The President has issnod the follow ing proclamation : By the President of the United States o America. A PKOCLAMATIOX. Whereai, It has como to my knowl edgo that eundry illegal military enter prises and expcdiliont aro being set on foot within the territory and jurisdic tion of the United States witti a view ti carry ou the eaine from such teniton and junsdiution ogainst the people an( district of the Dominion of Canada, with in tho dominion of her Majesty, the Queen of the United Kiugdom of Grcat Britain and Irelacd, with whom the United States is at pence ; Now, thoroforo, I, Ulyeaos S. Orant President of tho United State., do heeby admonish all good citizens of tho United States and all persons within the military jurrsdiotion of the United Statea agsiust niiling, countenanciDg abettingor taking part in uoh unlawfu proceedings, and I do hereby wnrn 1 persons that by committing such illegal acts they will forfeit all right to the protectinri of this government or to its interferouce in their bohnlf to resene tlicm from the consequences of their own acts ; and I do hereby enjoin nll oiEcera io tbe service of tke Üuited States to employ nll their lawful nutbority and power to prevent and defeat the aforesaid1 unlawFul procecdings and to arrest and bring to justico all persoas wbo may be ecgaged theroin.
