The present ruler of Egypt is pureuing the far-reaching policy of Mehemet Ali, in extoudiug Lis resources aud making BtroDger his means of defense. Looking to a total dismernberment oi the rice royalty of Egypt from the Ottoman rulo he seeka, firtt of all, to put his army in a state of efficiency. With tbis view ho bas, it secrus, invited to his service maoy military men who were prominent on either side cf the civil conflict in the United States, The command in-cbief has, it is assertod, been iven to Gen. Charles P. Stone, late the Federal ariny, whilo Geu. V. W. Loring, late of the rebel army, has command of a divisiĆ³n, and Capt. Beverly Kennon, well-known for his gr'liuitry in the naval couflicts below New Orleans as the commandor of & rebel ironclad, is engagcd upon the coast defenses. Many others, among whom are Geus. Jenifer, Sibley and Rhett, ex-rebels ; Brig. Geo. Alexander, formerly chief of artillery to Stonewall Jaokson ; Lieut. Vanderbilt Allen, formerly of the United States Engineera, and Lieut. Homer Morgan, formerly of the Fourth Uiiited States Iufantry, have actually gone or are bout gwng to Egypt to take positions in the Viceroy's army. These appointuients derive an immediate interest from the fact that tbe figns portend a war at no distant day between Turkey and Egypt. It will bo recollected that nothiug but the interforence of the Europeau powers prevented Mehemet Ali iu 1832-38 from planting his standards on the Seraglio, and stranger things hnve happeued than that a Yankee general should enter Constantinople as a conqueror.
