A Washington correspondent of n morniug journul reporta that tlic celebrated diplomatist Mr. Wendell Phillips is f poken of as Minister to Kngland Tb is a oooliog "item," for tliís hot weather. We trust it will amuse Mr. Phillips as iiiuch as il will the rest of the world. Mr. Phillips has d ne many tbings wi-ll. but how cbarmingly bc would fill the Jingli;-li mitsion ! liow bluntly be wouul lel! John Huil wfaat the world thiuks of hirn ! What a briUiant nn tithesis would ho not be to the great Americau Biner-out, Mr Roverdy Johnson ! "The glory of his nostrils is terrible. IIü pnwcth in the valley and rejoicjth in bis BtreDffth ; he goeth on to meet tbe arnied meu He mooketh at fear, ;,nd is not affrighted ; neither turnetb he back from tbe sword. He ewallowe'.h the ground with fierocness and rage, oeither bulieveth he it ia the sound of the trompet, II u eaith among the trumpets Ha ha ! and he emelleth the battlu afir off, the tb under of the captains and ihe ehouting." Is not this au admirable and fuithful desoription of the latest aod most notable of diplomatists ? Wben Mr. Phillips receives bie appointnent he will have to visit the State Department to i ecoivo lus iustructions. American diplcmntists do not havo to undergo an cxamiuation beforo taking office; but the of State mi glit usefully put to the ncw aiinister to Eugland a few qnestions, as ; "Canst thou draw out Leviathan with a hook ? or his tongue with n oord whicb thou lottest down ? Canst thou put a hook into his nose ? or boro his jaw through with B thorn ? Will h make many supplioations unto thee ? will ho ppcak soft words uolo thee ? Will he make a covenaut with thee? wilt thou take him as n servant forever ? wilt thou plaj wiih him na with a bird ? or wilt thou bind hira for thy maidens? Shnll thy companio'iB make a bauq'iet of bira ? shall they part him among the merchants?" We havo uo doubt that Mr. Phillips can give catisfaotory answere to most ot these cjuostions; and we wam the ïlnglish that when they get Mr. Phillips among them they will do woll to be careful. 'He is nut a person to be trifled with, or to be roshly invited out to diue.
