Puris, Aug. 17. The Journal Official publishe the fol lowiiig DOtification of the blocknde of the ooost 'of Germán and Piussian states : "The undersined, Vicc-Adniiral Cotnmaoder-iu-Chief of Iho naval forces of the Emperor of the French in the North Se-i, e nsidering f lic state of war between Frnuoe and Prussi as well as the Staios uf tho North Germán Confederaron, in virtuo of power iu roe vcsted, declare that on aud after the 15th day of August 1870, the coasts of Prussia and the North Germán Gonfederatiou, ostending from the Islaud of Borkum to the uorth of the Eider, with all its ports, harbors, rivers, roads, ota, are in a stote of effectual blockade by the naval forces placed in our command, and that friendly and neutral véasela shall be allowed ten d;iys in vvhich to fiaiah loadiug and quil the bloekaded ports. Proeeedings will bo instituted against all vessels which shall try to break through the blockade, according to the international laws and treatiea now ia forca Viith neutral powera. Given on board the French Emperor's iran-clad Magnaimme Btationed between the English Islaud of Heligoland and the Prussian coast, th!s I2th day of August, 1870, by the Vice-Admiral, Commander-in Ghief.
