The Xew York Evening Post says of the salary steal : "It is hardly too much to say that it would be better for the country if the present session couid be wipcd out altotether, i'or the investigations in which it has eonsumed much of its time are a niortificatiou to the people and a lasting lisgrace to this Congress. That it should have voted at the last moment to give live thousand dollars extra pay to eaeh of its members, on false ptetenses, is perhaps the best commentary that can be made upon its character, and should taggest to everybody that tho less said lbout it, and the sooner its existonco eau be covored up out of eight forever, tho bette r." It is held by the postoffice department that tb e recent decisión of the Attorneypeneral, that dottble pogtage should not be colloctcd at oflices of dchvoiy on unbaid portions of letters, partly prepaid by at least one f uil rate, does not apply to mailablo matter of tho third class, namely, panrphletíj occasional publioation.s, magazines, uneealed cireularn, books, tnannscripts, etc.
