Si'KiKOfiELD, III., Juïy 2.-Tho Btote Register to-day publishes an official circular of the Railroad and Warehouse Commissioner, in whieh the new Kailroad law is construed by the Coinniissiouer to permit railroads to mako special races with shippers wbo handle largo quantitios of freight; that tho law appliea to freight coming into and going out ot' this State, tho same as local fioights ia the Btate ; that where two or more roads owncd by separate ciimjiaiiics are eonnooted eo as to furm a contiuuous lino these roada are to be treated as ono line, and tho samo ratos may be ohargud aa it' one road owned the en tire liue, and tliat railroads under the novv law can issue excursión, oommutation and thouaand milo tickets. The circular is of much impoïtance to people of Illinois.
