Mr.' Davis, of Indiana, was nominated for Speaker of the House by a Democratie Caucus, and was chosen at the first ballot, ho receiving 120 votes. The whigs concentrated on Mr. Vinton, of Ohio, who received 72 votes. On a motion to adopt ihe Rules of the last House, a debate sprung up on ihe One Hour rule; a long discussion ensued. in which Mr. Chipman, the new member from Michigan, distinguished himselfby lis vehement opposition to the rule. lie objected strenuously to such a physical and mental straight-jacket. We rather suspect that he is one of those who most need such a régimen. The motion to except the One Hour rule was rejecled - yeas, 62, naysl43. Mr. Chipman, of Michigan, moved to amencl by adopt ing the rules of the firsl session of the lost Congress only, under which abolition petitiöns could not be re ceivea. This was rejecled by a vote of 81 to 121. Mr. Holmes, of South Carolinn, with n view of getting rid of the dilïïculty, moved that the rules of the last Congress be adoptcd for the present, and that a seleci committee be appoinied to report whatalI lerations are necessary. In the Senate, Dec. 8, Mr. Cameron presented a remonstrance from Pennsyl vania ngainst the admission of Texas as a slave state. The Senate then adjourned to Tuesda) to allow the dominant party time to eau cus for committees and officers of the Senate.
