lío.ME, November 1. "i. - The Italiau Parliament was opent'd to-day by King Victor límraanuel in person. In his speech from the throne the King said ho had hopod for a continuance ot' the work of intemal organization ; that thus Italy might inorease in prosperity amid order and saíety, the two indisponsible conditions of iudustry and progress. It hadbeen shown that fióme might become the capital without encroaching upon the independence of the Pope or the exercise of the spiritual f'unctions and relations of the Catholic world. We will respect his religious sentiments and his liberty, but will uot permit attaeks ou the nation and its institutions. Our relations with all foreign powers are friendly. Testimoniáis oí' affections ot' the Emperors and peopie oí' Austria and Germany have been addressed to Italy, which has conquered her righti'ul place among the nations. Rince the causes of war between Austria and Italy have disappeared there remains but the confidence oí' mutual interest and sure friendship in harniony with those family affections which an imperious duty has made me subdue but cannotextinguish. We wish to live in harmony with all nations, but will firmly guard ttie rights and dignity of our own. Tbe King asks for bilis to perfect the organization of the arniy and navy and to improve the tinancfs. In ooncluding his speecli the king said : " I have confidence in the natiou, and feel that the nation has confidenco in nu;. "The speech was received with frequent demonstrations of approval.
