The New York Times, after urging, in view of the recent Spanish outrage, the providing of such a forcé on the Cuban consta as will prevent nny repetition of insult to ourflag or injury to our citizens says : " But, imperativa as these prompt measures of precaution are, they are by no means enough to secure the safety which our country is bound to provide for its citizons in Cuba, as everywhere else that their lawful desires may cali them. That can only be done by broader and more enduring measures. We can, and we will use our navy for pólice purposes in any quarter that such services may be for the moment required. But in the present instanco we certainly cannot be asked to keep up this policy any oonsiderable time. We must have in Cuba a government that can itself guarantee order and justiee. The Spanish. dovernnient cannot do this. It has shown its incapacity in the most convincing way. There is no reason to suppose that what it cannot do now it will be any better able to do in the future. On general grounds, therefore, it may reasonably be asked to surrender an office the duties of which it cannot perform in a way to prolect the common righ'ts of other governments. - But, if objection is made, it must be remembered that the Spanish Government has givon this government offenco which is ampie cause of war. It is for the Fnited States, not for Spain, to say how that cause of war may be removed. We may make ourdemands recognizing this fact. and in asking that Cubabe provided with a responsible government. we would ask only what justice and the best opinión of the civilized world would sustain us in enforcing."
