The (Jiucago iïeeinag Post does not view with niuch t'avor the proposition to restore the frankiug privilege. It says: " It is urgod as a reason for reviving the franking abuse, that large quantities of public docuiuents aro accutnulating on the hands ot' members of Congrese, who ctnnot afford to pay postage upon them ; that coustituencies are thus deprived ot umch valuable and instructive reading; and that the disposition to be made of these papers has becoine an embarassing questiou to the publio printer and others who have to find storage for the_ stuff. As long as paper waste coiuuiands two or three cents a pound, there .ought not to bo any trouble in disposing of the acouiaulations referred to. If any document is rot worth the postage upon it to the receivor, it might as well go to tlio paper niaker's at once. That in fttct has boen the ultímate destination of most of the rubbish hitherto issued trom the government priuting office. Future trouble may be readily inough avoided by merely ordering the printing of such documents as are absolutely necessaiy or possess an intrinsic valué that would créate a demand for them among the people."
