The folio wipg bilí was passed by the Senate on Monday and by tho House on Tuesday. As it does not interiore with the President' salary that officer vvill probably prouiptly sign it : Au act repealing theincrease of salaries of Members of Congress and other officers. Section 1. Be it enaeted, etc., that so uiuoh of ibfc act of March 3d, 1873, eulitled " Au act making appropriations tbr thu legigUitive, executivo and judicial peuses oí the governiiient tor the year eiiding Juue 3Oth, 1874," as provides for iucrease of ooaipsnsation of public oliicers and employés, whether luembers'of ConRFMg, delégales or others, exceot the President of the United States and Juatices of the Supremo Coui-t, be and the saiuu is hereby repealed, and the salaries, compeusation and allowancea of all said persous, except as aforesaid, shaü beflxed by the lawa in foroe at the time of the passage of said act. Provided, that no imltago shall be aliowed for the first session ot the Forty-third Congress ; that all moueys appropriated as compensation . to members of the Porty-scond Coneregg in excess ot mileage and allowaucesfixed by law at the coinmencement of said Congiess, and which shall not havo been druwn by members of said Congres respectivoiy, or wl.icli having lieen drawn mve been returned in any forui to the United States, are hereby covered into tiie Treasury of the United States, and are declared to be moneys of the United States, absolutely the same as if they had never been appropriated as aforesaid.
