A Washington special to tho New York Vritkihe has tho fullowing with regard to tho dettoiency uppropriation asked by the Cominissioner of Indian Affairs : The Conmissionor of Indian Affairs has just furnished the House with convincing evidence of his own extravaganco and of his eutiro disregard fixod by Congress upon tho expenditures of his bureau. Ho asks íbr an appropriation of $G93,8,'58 to pay indebtedness contractod on account of Indian services ptior to July 1, 1873. Aftcr spending the very liberal appropriatious mado for the year ending at that date, it appears that the Comraissioner went on and contracted debts to the amount of considerable over half a million of dollars, his only excuse being that he oonsidered tho appropriations to be inadequate to the wants of tho Bureau. The largest item m the schedule of indebtednes8 the Comsioner submits is for collecting and subsisting the Apaches in Arizona and New Mexico, which amount to $320,426. A long list of items cornos under the head of incidental expenses of the Indian services. These iucidoutals are put down at $45,731 for Arizona; $33,152 for New Mexico ; $37,907 for Oregon, and sums ranging from $1,000 to $44,000 for the other Temtories. They are all in excess of the appropriations made for the purpose. Congress direoted how much nioney the Commissioners should spend for incidentals in the various States and ntories where Indiana are found, and he went on and spent what he pleased, and now brings in the bilis for Congress to pay. The Committee on Appropriations ought to look into the matter carefully beforo bringing in a deficioncy bilí. The accounts for incidental should be rigidly scrutinized and the vouchers examined. It will be remembored tht Mr. Wm. Weich, chairman of the peace conimission, in his recent letter to the President, chargcd gross improprieties in connection with the expenditures of these incidental funds. One of of his charges was that the Cominissioner paid a favored clerk f50 a trip to go to New York once a week and spond Sunday with his family, and charged the amount to the " Incidental expenses of the Indian service in Dakota,"
