The Missouri Republiean wisely says of the redistribution provisos in the new Finance law : " It will not make money any inore abundant at the West nor any less abundant at tho East. It will merely take from Massachusetts tho power to issue more than ita ju6t proportion of ciroulation, and give to Nebraska the power to issue the circulation which Massachusetts now issues ; but as the new oiroulation issued by Nebraska will not stay there, but go directly to Massachusetts, the people of Nebraska will not be benefited nor those of Massachusetts injured by the transfer. Nobody looks at a national bank-note to seo where it was issued ; it is all the same to a Nebraska farmer whether the five-dollar note he holda was put out by a national bank in Omaha or Boston. It does not follow that because $1,000,000 new national bank notes are issued at Omaha they will stay there and make money more plentiful in that vicinity ; nor does it foHow that if $50,000,000 national bank notes now issued in Massaohusetts should be recalled to-day and reissued in Nebraska to-morrow the people of Nebraska .would get a single dollar of it. It is the irrepressible property of a bank note, wherever issued, to go not where it is most needed, but where the highest price or the best security is offered for it."
