The Charleston correspondent of the Cincinnati Commercial has this to sav ol the South Carolina Legislature : " The Legislature is a den of thieves, and ignorant, stupid, bigoted, black thieves at that. Take the convicts iu the Ohio Penitentiary, organizo them into a body, cali it the Legislature and you have a better body of men than any Legislature South Carolina has had since 1868. And further, statistics will show that th) Ohio convicts aro better educated than the South Carolina law-makers, and better qualified to pertbrra the duties of the office. More of them can read, moro of them can wiite, more of them know the difference botween Watt's hymns and the Constitntion of the United States. If the most intelligent men in in the penitentiary had been selected in 1868 as legislators of South Carolina and continued in office until to-day, I have no hesitancy in saying that the condition of affairs here would now be better."
