"We submit herewith a copy of tc aP to provide for the education of cert.v" poor persons in the Michigan Institution for eduuating the Deaf and Durub, and the Blind, and cali the attention of our readers thereto : SECTION 1. The peojile of the State of Michigan do enact, That the Superintendents of the poor in each of the counties of this State in which there are, or shall be hereafter, any person or persons between the ages of ten years and twenty years, wbo shall poss68s a good natural intellect and good moral character, and shall have no contagious disease, who shall be deaf and dumb or blind, or partially deaf and dumb or blind, and who shall be or shall become chargeable to said county, or to any township theroin, shall cause any and all such persons to be taken to the " Michigan Institution for the education of the Deaf and Dumb, and the Blind," at the city of Flint, to be there educated as pupils in said institution in accordance with the rules and regulations thereof. Sec. 2. Such superintendent of the poor shall, in every case, before taking or sending any such person to said institution, as provided in section one of this act, see that such person is in a state of perfect bodily cleanliness. and comfortably and decently clothed and provided with suitable changes of raiment; and they shall thereafter during the years that such person shall continue a pupil in said institution, furnish him or her with such clothing and other articles of necessity and convenience as are, or may be by the rules and regulations of said institution, required to be furnished for pupils therein ; and shall provide for the payment of the necessary traveling and other expenses of such person in going to and from said institution, and while remaining there ; and if they shall allow such persons to remain at said institution during the yearly vacationhey shall pay for his board during sucn vacation. Sec. 3. The expenses incurred by the superintendents of the poor of any county in carrying out the provisions of this act shall be paid as other necessary expenses incurred by them in the diecharge of their official duties are by law. required to be paid. Sec. 4. The secretary of State shall, as soon as practicable after the pasaage of this act, transniit four copies thereof to each of the county clerks of this State, each of whom shall file and preserve one of said copies in his office, and shall, iminediately after the receipt thereof, deliver one of said copies to each of the superintendents of the poor of his county. Sec. 5. If any of the ofnr.ers herein named shall refuse or neglect to perform any of the duties required of him by this act, he shall, for every such neglect or refusal, be deemed guilty of a misdemeanor, and on conviction thereof shall be fined a sura not exceeding $100. Sec. 6. This act chall take immediate effect. Approved April 17th, 1873
