New Orleans, Nov. 16 -A. Underwood, supervisor of registration, and Cohen, elerk of the court of St. James Parish, were arrested to-day by Deputy United 8tates MarBhal Plood, charged with being engaged in altering election returns. In the rooni where the parties were arrosted on Raoipart street a quantity of tally 6heets, statements of votes, several thousand Eepublican tickets and the seal of the court of St. James PariBh were found. Commissioner Craig bound the parties over in $1,000 each to appear. Underwood and Cohen both assert that the only purpose in view was to make out copies of the returns to file with the olerk of the court of the parish, as required by law. The woman in whose house Underwood and Cohen were arrested states that bíx persons worked there all night for four nights. The Conservatives believe they were inaking up returns for the parishes that were not promptly reported. The returns from St. James and several other parishes have not yet been delivered to the returning board.
