I.) ofíered a reaolution inatructing the Secretary of the Senate to iuíorm tlie Houce of Bspreseutatlves that a quorum of the Senate had asbembled and that the Senate was ready to proaeed to business. Agreed to. onkling and Thurman were appointed a committee to wait upon t'je President and inform him that they were organized and ready to reeeive any communication he might desireto make....A recesa uutil 1 o'clock waa then voted, at which time tlio Senato reasaembled and üstened to the readiag of the President's mesnage.
