Wc publish to day the special message of the President. It will hc eeen thal it deals only n generalitiee, and vo suppose was sent to the Sonate to propitiate the Western members. But as aoon as negotiations can be resumed. we sfiall expect to eee Mr. Pulk perfcctly salisfied to take half of Oregon, notwithstanding' his declaration that our right to the whole of it is "clear and unque6tionable.'
