The confirmation by the Senate of Ormit's nomination of E C. Billings to be Judge of the United States District Court in Louisiana, in place of Durell, who resign&d to escape iinpeaohinent, indicates very plainly that there is no hops of reform witliin the limits of the Bepublican party. The facts iu regard to Billings, and his complictiy in the worst aota of Durell, are well known. It is putting the case in moderate language whon we say that previous to the adtninistration of Qrant no president would ever have even thought of inaking suoh a nomination, and that no Senate ever before existed sufiiciently serrile and reckless to hc.ve approved it. Mr. Edmunds of Vermont, Chairman of the Judioiary Comniittee, is entitled tojthe credit of m uk ing a report in favor of confirming this disgraceful nomination. He, himself, is believed to have aspirationg for an appointment a Judge of a United States Court, but his aotion in this manner shouid forever bar the mention of his nsmo in conuection with so responsible an otHoe.
