Constxntinople, Feb. 15. - The following comniunication is published : The Sultan, with the object of ending the evils prevailing in Herzegovina and in Bosnia, and in accordance with the friendly advice of tha great powers, confirma the provisions of his reoent firman and orders the execution of the following special reforma in the insurgent district : 1. Complete liberty of worship. 2. Reform in the eystem of tuxatiuu. 3. Sale of wustu lands to needy inhabitants, with facilities of paymenta. 4. Institutiona of mixed commissions in the capitals of Herzegovina and Bosnia to insure the prompt execution of the reforms. 5. Augmentation of the suma applied to the works of public utility in a proportion to be fixed by the advice of the mixed commissiong. These special reforms are granted for the welfare of those who, having been misled by perfidious counsel, desire to return to obedience. For these persons a general atnnesty is proolaimed. Haider Effendi, formerly ambassador, has been appointed President of the Bosman mixed commission and the Albanian Yassi Effendi President of the commission for Herzegovina. They will assume their posts immediately. It has just been decided to light all the waiting and luggage rooms of the principal railway stations in Paris by means of electricity. Electric lights were recently tried in the immense luggage room, or salle dea pat perdu, of the Great Northern station. The experiment proved successful. By working the Oraham machine with three-horse power as much light is obtained as that given by a hundred gas lampa. The elctric lantern is placed at a height of ten meters from ths ground, and sheds a soft, clear light over an area of 30,000 square feet. Four lanterus, one in each corner, suffice to light it up as by daylight.
