From tho official advices roceived at the State Depnrtment, at Washington, in relation to the reported insult to tho American ilag -at San Domingo, it appears the ex-Minister of War, Villenuova, formerly of Dominica, a fngitive from justice, took refuge on board the stoamer Tybee, lying in the port of San Domingo, ïïie autiioritios demanded hiw jmrrender, but the Captain of the Tybee refused to couaply with tho demand, when tlioy went aboard and took liini oft'. No insult was ofl'ered to the American flsg, United States Consul, or Captain of the Tybeo, and there was no violation of international law 01 treaty of stipulation.
