Public opinión is not unanimous as to the causes of the failure. It ís certain that the mili owneis have been heavy losers both by fires and explosión. Mr. Hemphill was treasurer of the city and it is understood üiat city funda amounting to over f4,000 are "tied up " by the i'ailure.
