The Electoral Commission state the grounds of thcir decisión in tlio case of Florida aa follows : That it is not competent nnder the constitution and law, as it existcd at the date of the passuge of the net constdtiitüig the commission, to go into evidenoe aliunde the papen opened by the President of the Señaste in the presence of the two houses, to prove that other persons than those regulnrly certilied to by the Govemorof Florida, according to the determination and declaration of their appointment by the Board of State Canvassers prior to the time required lor the performance of their diities, had been appointed electora; or by counter proof to show they lnul not, and that all proeeediuga of the courte or acte of the Leginliitnre or of the Executive of Florida subsequent to the casting of the votes of the electors on the presenbed dftyare inadmissibls for any mii'Ii pnrpoRP. As to the objeetion made to the eligibilityof Humphreys, theeomi mission is of tlie opinión that, without reference to tlie (uestion of the effect of the ineligible elector, the evidence does ; not show he held the oftiec1 of Khipping ■ Commiasioner on the day when the electors were appointed. The commission also decided that, BS a consequentie of the foregoing, and upon the grounds before stuted, neither of the papers purporting to be the certificat.es of the electoral voters of Florida are the certificates of votes provided for by the constitution of the United Stiltes, and they ought not to be counted as such. Si.rth - That the conimission ref ased to i ni.p tin' rigbt of the courts of tho State to ' viow and reverse the jndgment of the : ing Board or Board of Stato ('anvassers rendered through fraud without jurisdiction, and rejected and refvised to consider the aotion of the courts in a case lawfully brought before the court which liad iurisdiction. Scvttiíh - That tho decisión exchides all evidence tending to prove that Florida, by all the departments of the Governinont, legislative, executive and judicial, liad decreed as fraudulent all certiticates of Stearns (Governor i as i weD as that of the State Canvassers, apon which certificatett the cómnüssion has acted, and by mean of which the truc electoral votes of Florida have been rejected and falso ones substitutid. Kicjhth - That to count the vote of Penrce, Huni))hroys, Holden and Long as electora for President and Vico President WOUld be in vidlation of the constitntion of tho United States. The objections are signrd by Senators Jones (Fia.), Oooper, Burimin, Kernan, Saulsbury and Mdwnald ; Kopresentatives Knott, Field, Holman, Tiicker, Thompson (Mass. ), .Tenk, Fmley, Saylcr, Ellifí, Monison, Hcwitt (N. Y.; and Sriringer.
