Wednpsday was gala day at the University. In the forenoon, at 10 o'clook, ;he exercises of the 27th Amiual Uomtnenceinent of the College of Medicine and Surgery, were held in University lall, a large and interested audienoe xing' in attendance. In oonnection with the Medical Cdinintmoement the 2d Annual Commenoement of the Colege of Dental Surgery was also held. T. Hetcalf, of Kalamazoo,. Dr. Metcalf was meinber of the last legislatura and especially active in procuring the legislation tor the establishment of the Dental College. Another piece of music followed the addrass, and then Dr. William Parnionter, of Vermontville, a gradunte of the class of 1857, delivered the address to tho medical graduates. THE LAW COMMENCEMENT. Thi Eighteeuth Annual Cointuoncement of the Law Department was held at 2 o'clock P. M. The programme oi exercises was substantially as in the forenoon, the musio being furnished by the 22d U. S. Infantry Military and Reed Band, James T. Clarke, director. The address was given by Judge Cooley, his subject being "The State of the Law a Test of National Growth." lu the discussion of his subject Judge Cooley assigned the following aa reasons for bulieving that the lawa of a peoplo or nation are the best evidence of progress : 1. They giva us the best inaight to the real character of tho people. 2. They show us better than any mere confession of faith, how far the religious belief affecta the outward life of the people. 3 They give eyidence that the people aro or are not in the enjoyment of general happiness, acoording as they show whether the conditions which adinit of general happines3 are or are not suffercd to exist. 4. The law, best of all things, einbodies the idea of permanence, and therefore best affords usthe opportuuity to judge how far changeB theroin for better or worse corrospond to changos in the oonditions of the people. The Firat Annual Coinniencemont ot the Homeopathie Medical College was held in the evening, and notwithstanrting it was the third exercise of the day there was no diminution in audience or interest. The address was given by Dr. Jones, Dean of the taoulty, his text being the olosing seutence of the Sen ate Committee's report on the University and its needs : "The demanda upon us are thai we shall not fail to do for the generations of the present and future what has been done in the past for us,"from which he laid down the duty of the graduates (whooi heooraplimentedfor their undergaaduate work done under adTerse circumstunces) in the post-graduate work upon which they are about to enter. Uur space forbids a report of tho Law and Medical Alumni reunions on Tuesday evening, bnt the gatherings were large, and the meetings enjoyable. The Medical reunión showed a muuh better state of feeling thau was manifested lasi year, indioating general satisfaction with the status of the dopartment. TllEUE is not an intelligent voter in the county of Wanhtenaw whodoesn'1 know that tho Court House is a disgrace to the county ; that the offices in it are uuhealthy and almost untenable ; that the records are unsafe and liable to be stolen or destroyed by firo at any huur of any night, and that their loss would inflict a money loss upon the proporty owners of the coanty which eauiiot be estimated. Know ing this the intelligent voter will of course vote as he chooses on Monday next, - either for or against the loan. As we have said in another place the comlitions oi the loan are such that Aun Arbor cares very little whether it is voted up or voted down, and we shall, therefore, make no array of figures with the view to winning a singlo vote in its favor Vote as your interests dictate and Ann Arbor will be satisfíed. The Legislature is wrestling with a Grand Rüpids charter which seems to be as fearfully and wonderfully madu as the 7 to 6 one of this city now pending in the House. Atnong othor things the Council may do is : to eleot a president " who shall preside during the death of the Mayor;" " prohibit and prevent the burning out of chimneys or chimney flues ;" " to remove or causo to be removed trom the streeta all wells and structures tbat may be Hable to fall therein," eto. It 18 now given out that Vice-President Wheler bas no inclinatiou to head a Coninmsion to go South and bring order out of confusión in Louisiana. Mr. Whoeler has a vivid recollcotion of h'aving onoe reponed against the legality and honesty of the Louisitna Roturning Board, as well as boing instrumental in patching up a hollow truce. It would be extremely unplensant for Mr. Wheeler to mako anothor just such report, and of course he seos no way to avoid it. Is it to be wondered that he prefers to lot some one elso taku tbo job in hand. TlIKEE ballot boxus will be necessary in every township and ward on Monday next: oue for the Judgo and Regent (or State) ticket, one for the regular township ticket, and one for the Court House loan ticket. In the wards of tbis city thore will bu u fourtu box, for " pay of firemen."
