Whereas, Itis deerued important that th liiws tur the iss(issiu(int and collectiou ot taxe in thia ÍState should be carefully investigatec with the view of effectmg such radical change and modiftcations as aa may seetu desirable and wise ; and Whereas, The Hinited time left to the pres ent Legislatura, with lts business rapidly ac cumulating, renders it impossible to give this subject that careful consideration which ite importance donirmds ; therefore, Resolved, That the Governor be and i hereby authorized and required to ap appoint three men of ability aud experience who are residen ts of thia State, to act as spe cial commissioners for the purpose of thor oughly exauainïng the laws of the various States relating to the assessment and collection of all taxes, and carefully preparing such amendments and changes oí the laws of this State relating to the same as may seem desira ble, practical and wise. Said commissioners to make ïull report of the results of their labora upon all such subjects roferred to them with reference to statutes and authorttïes, anc giving also their reasons for changes suggestec to the Uovernor in tfme for him to submit bis recommendutions on the same to the next Legislature ot this State for action thereon. Each of said commi33iouers will be entitled to receive the sum of f5 per day for time actually employed in the discharge of their duties, anc such expenses as the Ooveruor may deern nee essary to authorize to be incurred for the ac complishaaeut of the objects of their appointment".
