He exists, aud blunders or plunder?, ouly bocause the banks lend monoy on his collaterals. W'üenever the banks wish to put an end to his existenco, thoy can do so by inerely returning to sound banking - by reiusing to lend monoy to men who uso it in gambling, and refusing especially to men who uso it to dettroy tho very oollatoral which tho banks receive. Uutil the banks conclude to drive the speculative director out of existence, ho will continuo to drive securities out of existence, to destroy coufidence in corporate management, and to cause tliat prevailing distrust whiuh drags down sound and unsound companies alike. - n I M - m Ilayes is fightiug the Daiuocracy on the plan of the natives of India in their sieges, using the carpot-baggers as a mainel.
