The following is told by the Washngton correspondent of the Philadeljhia Times: " A prominent gentleman of New York, who has recently had a conversation with Vice-President Wheeer, reports that he is not in accord with ;he administrution so far as the recent jivil Service order goes. The VicePresident is reported as snying that the doctrine of selecting good men from the jarty in power should prevail, and that ,hese very men so selooted, should in urn assist in evory proper way in miiinaining the organization and supremacy of the Republioan party. He conends that it is the party of progress, and to woakon Or destroy it will be to sot baok the country 50 years ; that tbe depreöüion in trade and want of confidence on the part of capitalists to invost monoy in new euterprises, uouie rom their fear that the Democratie arty may gain control of the Government. The Vice-President was of the opinión that this very feeling of dread on the part of the people will briug out he vote of the Kupublicans in Ohio rod Pennsylvania and save those States. Ie is further reported as saying that ;he order cannot bo carried out without jreaking up the party, and that, there'ore, he is opposed to it. Vice-Presilent Wheeler left hero a woek or ten lays before the commission went to Jouisiana last spring. He was to reurn and go as the chairman, but he wrote, positively declining, and has not een in Washington since that time, nor hus he been consulted by the Administration about any of its recent measures.
