The Hon. Joseph E. Hawley, of Connecticut, ono of the conimission sent to Louisiana to investígate the coudition of things there, is not disturbad in the least by the indictment of the ineinbers of tho Keturning Board. He regards it as important to the persons accused only, and of no conaequence to the Rep'iblioan party. " The nll'.iir can have no bearing," ho gays, " on President Hayes or any other national interest." "The Electoral Conimission,' he continúes, " took the vote of tho State as the Board decided, aiter most elabórate argument, that no provisión was made for au investigation into the details when a State declared and forwarded its vote. Kepublicans would legret to bo oouipolled to believe that the Board had committed the alleged crimes; but if they have done so, they [the Board] must tako the consequencus." Just 60, Gen. Huwley. But the State itsolf, no ono can doubt, has the light to go beneath the surface and penétrate to the dopth and tho truth of tho whole matter. This the State of LouÍ8Íana purposes to do by raeans of a criminal prosecition of the members composiug tho Iieturning Board. The State has, beyond all question, authority to instituto and conduct 8uch a prosecution. Moreover, no more solemu and imperativo duty can rest upou the State authoritios thnu to inform against these men and try thein if there is good reaBon to beliuvo thom guilty. Now suppo8e thoy should bo oonvicted. They aro charged. undor the laws of the State, with having uttered and published false, fraudulent, and forghd election returns. if they should be found guilty, then it would have been udiuially establishod that Mr. Hayes was not lawfully elected President of the United States. This would not directly ouBt him from his office. But does Qeneral Uawloy undertako to 8ay that in taco of such a verdict Mr. Hayee would hold on.
