Executive Office, Lansiiig, July 2ΓΌ, 1S77. $ To the People of Michigan :. Whereas, I ain reliably informed thal in ocrtain localities of this state a spirit of disorder is threatening the poace of the coiuinunity, under the influence of whioh the security of person and property and the oontinuance of induatry inay be imporilud ; and whereas, it seems necessary thafc all good citizens should unite in the most vigorous measures for the preaervatiou of peace and order : Now, therefore, I, Charles M. Croswell, Governor of the State of Michigan, by virtue of the power and authority vostod in me by the constitution and laws of the State, do hereby wam and enjoin all persons from improperly and violently uiolesting or interfering with the property or business of others. I urgo all good citizeus to avoid gatheriug ia turbulont crowds iu the Btreet, or iu any wise encouraging the same. I alao request the sheriffs of counties, mayors of cities, and all other exeoutive offioors of the State, to imniediately take such aciion as shall organize law-abliding citizens in their localities into a volunteer force for the presoryation of order and the protection of property. I earueatly cali upon all porsona in authority to ue every means in their power, in a proper and prudent manner, 'or the inaiutenance of the public peace, and I rely upon the good sense and irudence of our people to save the State from any lawleasness, or depredaion upon property, or the necessity for he use of au armed force.
