Tho want of immetliate snecesa in ncgotiatiug the new 4 per cents in Europo is admitted by the Syndicate, but olaimcd to be temporary only. European investoia refuse to invest in so low-priced a security so long as there is even a remote contingency that the Enropean war may involve greater nationsthan the present combatants, and so créate a great demand for capita! and high rafes oí interest. The 4 per cents, stand in the way of the 4 per cents. Many of the former are cbañging hnuds in London, and at so low a price as to prevent the sale of 4 per cents, at the figure put upon them. But the 4is will soon disappear. Tlie New York Sun reporta that people wlio subscribcd.for the 4 per cents, seem more anxious to sell out and forfeit their 2 per cent, deposita than to pay in tlie remainder of their subscriptions. The cause of this is said to be the increase of interest rates, cali loans conimanding 7 per cent.
