Banuing, Chitirman of the House Military Comniittee. haBofi'ered a bilí repealing all laws whioh forbid the ppointment in the trmy and navy of those who seiTed iu the Contederate army. Representativo Willis, of New York, ofíer.s a bilí to simplify the existing laws imposing and oolleoting dutjes ou imports, to remove all ambiguities theréfrom ; also, to reduce the rates on imported inerchandise, to restore the duties on tea aud coft'ee, and enlarge the. fre'e list ; also, a bilí to restore tho natioual credit by fundiug the non-intereat-bearing debt into bonds bearing 4 per eent. interest, payable at the expiration of forty years ; also, providiug for the repeal of all taxes on tho capital and deposits in Stilte and nationul banking intttitutious ; also, to abolish the tax on bank cheeks. Eepresentative Hewitt, of New York, has mtrodueed a bilí iu relation to tlie Paris Exposition of 1878. It provides for the acceptance of the invitation, for the appointment of a General Commissionerata salary not to exceed L3,000, and of filteen additional Commissioners, eight of whora are to bc skilied artisans and seven scientific experts, whose pay and expenses aro not to exceed 81,000 each, and authorizes the nssignment of one or more public véasela to transport to and from Franoe, free of eost, articles for exlnbition. It appropriates $150,000 to cover all expenses. Mr. RöbftiM, of Nortti Carolina; introi dneed a bilí to i educe the tax on distilled spirits to 45 cents per gallon on tobáceo to 12 cents per pound, and' on wgars to $3 per 1,000; also, allowiug producers of lenf tobáceo to sell 100 worth to consmners withut tax. Senator lugalls, of Kansas, 'offers a bilí to enable Iudians to become. citizens of the United States. It provides tlint whenevcr auy lndian belouging to any orgamzed tril)e or nation having treatv relations with the United States shall desire to become a citizen of the United btates, he may do so by appearing in any Itmted [States Circuit or District Oourt, and niaking proof to the satisfaetion of the court that he is suffiniently intelligent and prudent to control h own affairs aud interests ; that he has ulopted the habits of civilized life and has for at least, five yeurs been ablo to support himself and family, and by taking an oath to support the constitution of the United States. Senator Barnside wants to remove all restrictions now existing in regard to the enhstmectof colored citzens in any arm ot the Uuited States army. His bill provides that hereafter the word " c-olor" shall not be used to desiguale any soldier of the United States army; that the colored citizen shall be entitled to all privileges and rights of any citizon to enhtst in any arm of tlie United States army, and nortistiuction sball hereafter be maile iu the assignment of a soldier on account of color or previoua descent; tnat all arms of the service- engineers artillery, cavalry, infantiy, Signal Corps - irrespective oí color, shall be open to him. l Representativo ScliKicher, of Texaa ñas mtrodueed a bill to aid the Washington, Cinoiunati and St. Louis road to construct a narrow-gauge railway from tide-water to St. Louis and Chicigo Senator Matthows, of Ohio, introduces a bilí to ameml the bankrupt laws and establish a uniform system of bankruptcy throughout the tínited States It provides, among other tuings, that in all oases of bankruptcy no discharge shalJ begrunted toa debtor whose estáte shall not pay a dividend of at least 25 per centnm on the claims proved and allowed against his estáte, upou which he shall be liable as a principal debtor, without the consent in wrifing of at least onethird oi' siich creditors in number and value. Eeprësentative Uabill, of Virginia, offers a bill authoriziug he Seoretary oi the Trensury to pay the owners the value of the cotton and tobáceo seized by the Government since April 10, 1865. Several amnesty bilJs have been introduced in the House, all of thtm proposing to remove the political disabihties imposed by the Fifteenth amendment.
