The Secretary of the Navy, in his report, Eavn : " The appropriations available for the present fiscal year, oommencing July 1, 1877, i are $13,592,932. The whole amount drawu ' from the treasnry from July 1 to Nov. 1, 1S77, is L5, 343,037. Of this amonut there ia esti] mated to have beeD in the hands of the Payinasters aud agents of the Government on Nov. 1, 1877, $876,528, besides $152,000 refunded, making a total of $1,029,528, whioh, deducted from tlio amovnt drawn, will how the rctnal expenditure from July 1 to Nov. 1, 1877, to have .been 9i, 313,500. "The estirnates for the present fiscal year are $10,233,234, exclusive of 82.314,231 eubmitted for uew buildings, rtaoad improvemeutB at eeveral uavyyards. In the report of the Secretary of tbe Navy Nov. 29, 1870, :ho ostimated amount for the pav of the uavy for the present fiscal year waB .$7,300,000, the computation being based upon the riuniber of oftioern and men borne upon the register. Congress, howevtr. by the act of March 3, 1877, appropriated only $6,600,000, or 700,000 les tban the estímate.
