All timber landfl still beloning to the United States should bo withdrawn irom the operation of the Pre-emption and Homestend laws, as well as the looation of the varions kinds of scrip. Timber lands fit for agriculturnl purposes fihould be sold, if sold at all, only for casli, and so graded in prices as to mako the purohaser pay for the value of the timber on the land. This will be apt to make the settler careful and provident in the disposition of the timber. A sufficient number of Government agenta should be provided for to protect the timber on public lauda from depredation, and to institute to this end the jieceitsary proceedings against depredators by eiznres and by oriminnl as well as civil actioD.- Jieport of the Serrfitary ofthf, hiierior.
