Tuesday, Feb. 19.- Senate.- Mr. Bponoer, froni tho Coniinittee on Military Affairs, reported favorably on the bilí for tho relief of WUllam A. Hammond, late Surgeon General in the army.... Mr. Ferry called p the Senate blll to regúlate the componeation of Postmastera, and for other purpoeoe, which was diBcuseod at Boute length. Uiiríng tho debate a strons; sentiment in favor of the restoratiou of the frauking privilege was devoloped ainong the Senators .... The Senate devoted the afteruoou to the ooneidcration of a bilí ro amending the laws granting pensione to tho soldiers of tho war of 1812 as to pension all who uerved for fonrtcon dayn, and al8O restoring to the ponfiionrolls the naxucB of all eurvivore which werc 6trickeu froru the rolle in consoqnence of participation in tho rebellion. Senator OglGBby opposed the bill. Ho had voted to pension those soldiere of thi1 war of 1812 who had served elxty days, and was wllliug to pension those who had served only fourteen days; but he will not aid in restoring to the rolls thoae who had bef n peneioned by a grnteful country, but who had doaorled that country in itn hourof need, and who wonld not now ask to bc forkívoii. It was unfair to tho Southern men who had acceptcd the eituation, and who had asked to havo thelr disabüities removed. Mr. lïlaiiiö advocated the reötoration of the Öouthern pensionere to the rolla. Mr. Oglosby moved to strike out the section of tho uill which restored dtaloyal pensionerp, but hi3 motion waB lst by a vote of 7 veas atfíúttet go nays. After a lengthy debata, iho House dcided, by a voto of 130 to 115, to fñat Aeklin, tho Democratie contoRtaut. All thoae. votint? yea were Demócrata, with ono exceptiou - Mr. Cox, of Ohio. AÏ1 the naya were Republicana. Thursday, Feb. 21.- Senate.- Mr. Spencer introducid a bilí to pro vide íor a military post for the protection of the citizona of the Black Hills. . . . Mr. Windora presented a memorial in favor of thc improvement of the Ohio river. . . The Senate spe-nt thrce bours iu executive session over eontested noininntintiH. The three wbich cauned inost of the debate wero Williarason, Collector of New Orleans ; Northrup, District Attorney for South Carolina, and Smith, Collector of Mobile-. Tho debate developed the fact that the Republican Senators are, if anything, inore united against the President than at any previous period. Wllliamson'u name was rc-jected by a large majonly - thc Demócrata voting in a body agaiiiRt him, and only flfteen. Republicana eupportlni; the nomination. In the caee of Northrup, the frieud of Wade Hainptou, the DemocratB voted BolidJj for him, wliile all íhe llrpublicana oppoBCd him except Mesars. Dawee, Honrf BuniBide, and Matthcw. Mr. Christsancy, who generally votes to snstain tho Pretíident, on thls occaeion opposed Northrup, and he waa barely paveel by the four mcutioned. The Tcsiilt of tlie day was to thow that the fivo RepublicanB last uamed conetitute all tbat can be fairly counted aa Adminietration utrength in the Senate. Smith was confirmed as Colïector of Mobile by a vote of 26 to 23. House.- Tbo Houhc, after a ais honra' struggle, passed the Senate Süver bilí without amendment. The most determiued flght was mado against the bilí by a tew greenliack-Bilver men and the opponent of eilver. but at every etage they were defoated by a vote 'of 204 against 72. Thc ílrst oppopition carne from the extreme eilver men under the leacï of Mr. Springer. The point made was that the amendment providing for an international coniuaidsioii, in that it made no appropriation of ÜJOUeV, met llO r-reiAocod first in ovuiUlttt'jO of tüe wliojt;. The purpose of this motion was to f orce the bilt where it wou ld be open to imlimited debate. A protracted. debate followod upon this parliamnntary iechnicality, witb the repult that Speaker llaudall rnlcd thiit the point was not well taken ; tftat inaRmuch a tho majority could nltiniately decide, it was unjust to place the absolute jjower of objection with one, Kiember. Mr. Cox, of New York, who ftnally votcd for the Senate bilí, appealed from tho Spcakrr's dcciBton, but the latter was sustained by 222 to 26, The previo'iB quefttion was theu ordercd wttbout difliculty, and an hour'n debate followed. Probably there nover were bo many speeches in one hour. At thc end of the debate a elTort was made by the opponents of the sjlver measure to deieat it bv KiL-titinint? Mr. Hewitt'e motion to table The result was to Bhow thelr complete helpïessness, tho voto standing yeas, 72; naya, 204. The 72 voti-a were iluioat exchitúveíy cast by Easteru nvon.
