By the arrival of the steamer Gaelic at San Francisco, we get the following news from China and Japan: The city of Cantón had been visited b; a great tornado. Thousands of house' were destroyed or seriously injured b' the wind and an enormous -waterspou from tho river which broke over the city. Many live? vrere lost. The for eign settlement suffered eeverely. In the midst of the confusión four fire broke out, supposed to be incendiary as many robberies followed. The lates advices report 500 Chinese killed. No f oreigners were serionsly hurt. The Western Chinese army, under Gen. Tso, isoverrunningKashgaria, anc annihilating all the inhabitants, includ ing women and children. Multitudes of fugitives are flying for protection to tue Bussian outposts, more than can be provided for. Famine and distress continue, and enormous tracts are deso lated by the long drought, the ground noi having been watered for years past. TheAssembly cf Provincial Officials of Japan was opened the lOtk of Apri by the Mikado, who has since attendec several sessions. Tho aunnal meetings of this body viere intended to gradually prepare tb e way for popular representation on a larger scale. This year it wil provide for small local parliaments to be elected by general vote. A National Lep;islaturo is not expected for a considerable time to come. The extraordinary decisión of the Britisli court atlmitting opium into Japan still excites discussion. Foreign envoys generally regard it afs a violation of the treaty on the part of tho Briüsh authorities.
