The regular meetiog of the Counoil was held on Monday evening, with all the membera present except Aid. HUI. Petition for croaawalk on north side ot Huron street, at Crossing of IngallB atreet, was received and referred to the Aldermen ot the Fourth ward. Saloon bouds of L. Schleicher and Wm. Frank were referred to City Attorney. The following communication on the subject of water works was read : To the Mayor, Recorder, and Aldermen of the City of Ann Arbor : I would reapectfully aubmit the following proposition to your honorable body for iotroducing water into your city: 1. That the exclusive right be given me to lay and inainUm mams in all streets, alleys, bridgen, and public places in said city for a penoil of 30 yetrs. 1 agreeiug to build either pumpiug or gravitating works, aa raay be deemed most feasible. The said worka wheu completed shall be capable of furuishing the said city and its uihabitiinta with an ampie, constant supply for fire protection and domestic purposes. 2. ïhe city of Ann Arbor ahall take or leaae at least CO hydrants, at an annual rental of 180 per hydrant, to be paid aemi-annually as may be directed hereatter by me or my agents. All hydrauts over and above said 60 subject to auch rental as may be hereatter agreed upon, but otherwise subject to the conditiona of the uumber tirat specified, providing that the distance between the aaid hydrants shall not eiceed Ó00 feet on au average. ïhe said hydranta to be located at such points aa your honorable body or its authorized ageuts may select. 3. I will agrec to furnish all municipal buildings and public placea4free of any charge whatover, providing there shall be no municipal tax impo8ed upon the said works or the capital invested in introducing water into sid city of Ann Arbor, and that an ordinance be pasaed giving m ampïe and full protection against evil doera. 4. I will submit to your honorable body rates, rules and regulations, for domestic purposes, to be approved by your honorable body wheu water is iutroduced - providing that an ordinance be passed giving me or my agents power to enforce the collection of water rents and fines for the violation of the rules and regulations when approved by your honorable body. ö. Any damage done to any part of the works by employés or agents of the city shall be a charge upon aaid city and as soon as the ainount of damage can be ascertained the city ahall cause the same to be paid aa soon as may be directed by me or my agent. 6. I agree to commeuce the work of building the same as soon as practicable, and finish the same in the year 1879. Youra, very respectfullv, W.'P. Hanchett. Lnave being granted, Mr. Hanchett addressed the Council, and stated that he was associated with Eastern capitalista- one of whom would be in the city some time during the week- and that the works would be built if the proposed terms should be adopted. He desired the appointment of a committee with whom to confer and investígate the matter. Aid. Gott offered the following resolution, which was adopted: Resolved, That the communication of W. P. Hanchett, on the subject of furnishing the city with water, be referred to a committee consiating of Aid. Handy, Besimer, Bower, Tremiiin, Sprague, Woodruff, and Mayor Smith, to confer with Mr. Hauchett, and to examine and report on the subject at a special meeting to te called at an early day for the purpose of tieariug said report. The Marshal reported that h had diaburaed 167.06 among the city poor during September, divided among the several wards : First ward, 111.31 ; Second, 18.69 ; Third, tl7.79 ; Fourth, $24.14; Fifth, $343; Sixth, $1.70. He alao reported that 16 arreBts were made by the police during September : Vagrancy, 10 ; robbery, 1 : asaault and battery, 2 ; drunk and disorderly, 3. The Sidewalk Committee reported in favor of the building of the tollowing aidewalks : Ou east side of Main atreet, between Ann and North streets ; on south side of Ann street, between Diviaion and Fourth streeta ; on northeaaterly side of Maiden Lane, east trom Broadway ; on north side of North atreet, euat from State street ; on west aide of Thayer street, south of South University avenue. The walks were ordered built. A lease of the market grounds, in the rear of the Opera House, at $75 a year, was reportod and approved. A warrant was ordered drawn on contingent f und for f ISO to be placed to the credit of the .'eneral street fund, to pay for gradiug South Main street near railroad crossing. Leave being grauted, Dr. Kapp, of the Board of Health, addresaed the Counoil relativo to ;he reporting of cases of acarlet fever, and nsked that the Couucil take steps to remedy the defect in the ordinance requiring the' reporting tothe Board of Health of all contagioua diseases. The City Attorney being presont some amendments to the ordiuance were submitted and adopted. The ameuded ordinance was ordered published in " the two organs." A resolution was adopted directing that the following amouut8 be certified to the Supervisors as the aums to be placed in their taxrolls and raised by tax for the present year : Court House bonds and interest, $3,460 ; General fund, $6,000 ; General Street, $2,000 ; Pay of Firemen, $635 ; Firat ward, $300 ; Second, $1,000; Third, $1,000 ; Fourth, $1,000; Fifth, f300 ; Sixth, $500. The City Attoruey was instructed to report ;o the Council at its next meeting the nature of the contract existing between the city and Gas Light Company. BOABD OF BKGI8TBATI0X. The Board of Eegiatration was organized by the election of Aid. 3ott chairman, and Aid. Bower secretary. The following places were designated for holding the coming sessions of the several ward boards : First ward, at Fred. Sore's store. Second ward, at Hutzel & Co. 's store. Third ward, at the Probate Office. Fourth ward, at M. Bogera' store. Fitth ward, at the Engine House. Sixth ward, at McDonald's store. The chairman and secretary were directed to procure the printing and posting of the regwtration lists, and to give the necessaiy notice of the time and place for holding the meetings in the several wards.
