Tuesday, Dec. 17.- Sen ate. -The Blaino resolution came p, and Mr. Mcrrinion read a speech in reply to Mr. Blaine. He was foilowed by Mr. W allace, who vcheinently opposed tho reftolution. Metisrs. Whyte and Morgan alHO spoke in opposition, af ter which the resolution was put to a vote and adopted by yeas, 56; nays. ö. Those voting in the negative were Mcssra. Eaton, HUI, McCreery, Morgan, Wallace and Whyte. .. .Tho Consular and Diplomatic Appropriation bUl was passed as amended by the Senate committeo. . . .The Senate insisted upon its ameudiueuts to tho Military Acadeniy Appropriation bill, and Messrs. Alliaon. lilaino and Davis (W. Va.) were appointed a committee of conference. House. - The House devoted the en tin; day, in committee of the wholc, to tho considcration of the bill appropriating $450,GO() to meet the deficiency in the appropriation for the postal-mail service, and prohibí tin t,r any increase in the postal -car service during the present year, which was finally passed, after a proiracted discussion, "Wednesday, Dec 18.- Senate.- Mr. Paddoek called up the bill recently reportod froni the Committee on Military Affairs to amend the possecomitatus clause of the Army Appropriation bill for thfi present fiscal yoar, ho as to próvido that it shall uot be constnu-d to applyto any part 01 the army or portion thertof enga?ed in the protection of life and proporty in the States and Territorios subject to Indian insurrection.
