March 4. - In the Senate Mr. Windom (Rep., Minn.) reported that the coramittee of conference on the legislative, executive and judicial appropriatioQ bill had been unable to agree. The point on whLch the conference was unable to agree was the proviso of the House fixing the pay of jurors in the United States Court, repealing the test oath and also so much of the revised statutes as provides for the appuintinent of supervisors of election. After a prolorged debate a vote wa taken upoD the motion that the committee recede from its position relative to the Legislative bill, and was lost. The vote was, 30 nays, 26 yeas. The Senate amendments to the bill were then sustained, ayes 29, nays 24. On reassembling Senator Ferry was choeen President pro tem, and Mr. Harris called up the bill to prevent the introduction of infectious or contagious diseases in the United States and to establish a national board of health. Passed. At noon Mr. Ferry, President pro tem., said that the time fixed for the final adjournment of Congrcss having arrived, the chair declares the 45th Congress adjourned without day. The House at 2 a. m. Tuesday was discussing the impeachment of Geo. F. Seward, Minister to China. The question was raised whether the vote should be taken first on the first article or on the general resolution of impeachment, the Republicana claiming the former and Mr. Springer insisting on the latter, The Speaker decided in favor of Mr. Springer's position. The question was taken on the resolution of impeachment, and there were, yeas 109 nays 17. No quorum, the Republicans generally having declined to vote. The measure known as the McGowan Health bill then passed; yeas 159, nays 63. It provides for a commission of health, to sit in Washington, to establiah rules and regula - tions in regard to public health, to obtain and communicate information on the subject to Congress. Mr. Sparks (Dem., Hl.) moved to suspend the rules aüd concur in the Senate amendments to the arrears of pensions appropriation bill. The ayes and nays were ordered and the motion to suspend the rules and pass the bill was agreed to, yeas 153, nays 61. The original bill appropriates $25,000,000 for arrears of pensions for the next fiscal year. Mr. Atkins. at 11.10 reported that the conference committee on the legislative bill had not been able to agree, and he moved that the House "aahere ;" a parliament ary finality . Agreed to. After a stormy and exciting scène, and the deüvery of strong political speeches on both Hides, the Speaker delivered his farewell address and the House adjourned "sine die."
