Three Top Men In Police Force: Appointed to key positions in Ann Arbor's police department by the police commission were Casper M. Enkemann (left) [this photo], new departmental chief, Albert Heusel (center), senior captain and chief of detectives; and Rolland J. Gainsley (right), junior captain in charge of traffic. Police Chief Enkemann joined the department as a patrolman in 1930, and has been acting head of the Ann Arbor police since June. Capt. Heusel is a veteran of more than 22 years of service with the department. Capt. Gainsley joined the Ann Arbor police force April 5, 1935. (Other pictures on page 28.)
