Slave Prison--flogging

A correspondent ofihe Lowell Uourer wrhes from Charleston, South Carolina, under date of February 22, as follows: 4:Since I havo boen hero I heve visiicd what is called the work-house, but mnre properly speaking, slave prison; here are desposited for safe keening those thnt are brought to market for sale; also those that have run away & been brought here to be punished - some are put to brenking stone, others on the iread mili. VVhen I wns in, there were three men and one woman on the wheel, and a dnver standing by wilh whip in hand; this wheel is attacheü to mili stores, and in this way they grind their hominy. In a room in the building is the whippingapparatus. While I wos examining this, thero was a boy brought in by his master to bo whipt. It appears to be the custom here, when slaves nre to be punished, to bring them to this place, for which they pay one dollar. The boy was stripped naked, hts feet fastened lo ihe floor, his hnnds placed in a rope over head and then drawed straight by menns o blocks, then acnpdrawri over his heac and face. The boy I shouM think waf notover 13 yearsof age. He was whip ped very hard- the skin Jlying at evcry blow. After he was let down and hnc gone out, I asked his master what he har been doing. He said he had run awa thfi day before and gone to the races. - l thought it rather severe, considorinj how popular races are here. I was tok ♦hat vuite a number had been brough thore that day to be punished for the same ofience."(t?3 The English House of Commons, at present, consius of 644 members. - Of these, 44 are botwecn the nges of 22 and-30 ; 150 between 31 and 40 ; 213 between 41 nnd 50 ; 155 between 51 and 60 ; 67 between 60 and 70 ; and 15 above 70. The oldest mcmber is 77 ; tho youngest, 22 - the Earl of Grosvenor.
