New Major -- Major Robert E. Whittaker, promoted recently by Ann Arbor Police Chief Walter E. Krasny to head of the city Police Department's uniformed division, addresses a platoon of officers preparing to go on duty. Whitaker, a veteran of more than 20 years service with the force, succeeds retired Major Howard Zeck, who left in 1978.
