Pursuant to the statute, the Board of Supervisors of Washtenaw County coramenced their animal session in the Supervisors' room in the Court House, in the city I of Ann Arbor, October lltli, A. D. 1880, : and was called to order at eleven o clock :u m. by the clerk. Roll called. Quorum present. Mr. Krapf moved tliat Morton F. Case, of Pittslield, be made temporary chairman. Which motion prevailed. On motion of Mr. Krapf. the Board adjourned until 1% o'clock p. in. Afternoon Seaalon. Board met pursuant to adjournment. Called to order by the temporary chairman. Mr. Graves moved that all supervisors, who have notalreadydoneso, beinstructed to foot up their assessment rolls and to certify to said rolls and the footings thereof before they shall be placed in the hands of the committee on equalization. Carried On motion of Mr. Depew, the Board adopted the same rules of order as last year. Mr. Burch moved that the Chair appoint a committee of two on printino;. Carried. Messrs. Burch and Gregory were appinted such committee. On motion of Mr. Dansingburfr, the Board resolved to visit the county house on Friday next at ten o'clock a. m. Mr. Purtell introduced the following preamble and resoiution, which was adopted : Whbrkas, the report of the Superintendent of the Poor has beeu ralher indefiniteas to the items of expenditure outside of the couuty house, be it Resolved, that Instead of itlmizing by townships and wards, that they state by whose order the relief was given ; and that the clerk be instructed to furnish the Superintendents of the Poor with a eopy of thls resolutioii. Mr. Dancer moved that the committee 011 enualizatiou be Instructed to equalize on the basis of $30,000,000. Mr Rose moved to amend by tnakmg the basis $15,000,000. Mr. Smith moved to amend the amcndment by niakiug tlie basis $20,000,000, which was lost by the following cali of the ayes and nays : Ayes-Boyce, Feldkamp. Mr. Hose withdrew his amendment and the original motion was carried. On motion of Mr. Graves, the clerk was appointed reporter of the Board at a salary of twenty-ii ve dollars. Mr. Dansingburg moved that the committee on printing be instructed to have printed 500 copies of tlie proceedings of this Board. Mr. Purtell moved to amend by making the number 1,500 copies. Mr. Shults moved to amend the amendment by making the number not to exceed 1,000 copies. Lost. Mr. lurtell's amendment was lost and the original motion carried. Mr. Yost moved that the publisher of each paper in this county be allowed the sum of $25 for printing the proceedings of this Board, provided the same becompleted within four weeks after .the final adjournment. M. Lañe moved that the proceedings be published in three papers In the county ; one rt publican, on e democratie, one independent. Mr. Burch moved as asubstitutethat$25 be tendered to one pnper in each representativo district for pubiishing the proceedings. On motion of Mr. Rose, the whole matter was laid on the table Mr. Dancer moved that the committee on printing be instructed to let all printing necessary to be done for the Board to the lowest bidder. Carried as follows : Ayes- Blakeslee, Boyoe, Buren, Case, Dancer, Dansingburg, Depew, Feldkamp, Foster, Galpin Graves, Gregory, Krapf, Kress. Mr. Rose moved that when the proceedings are published the clerk retain fifty copies until the next session of this Board. Carried. On motion of Mr. Rhodes, adjourned to 1:30 p. m. Afteruoon Sesslon. Board met. Called to order by chairman. Roll called. Quorum present. Mr. Krapf, froin the committee on public buildings, presented the following report, which, on motion of Mr. PurteÜ, was accepted and adopted : Ass Ap.bok City, Ootober 9th, 18S0. 7b the Hon. Board of Supervisors of Washtenaw Uounty : We, the undersigned committee on public buildings, would respectfully report that the wells at the jail (the Sheriff says) are cleaned, the cell locks are repaired, the outside doors in the basement in the court house have been made and are In their places, the pórticos have been made water-tlght, the strips in the probate office have been put up. Instead of reflectors to liglit the clock dials, we have bought a large gas-burner and six large glass chimneys, the cost of which is a total of $12.95; it operates well. The alteration in the court room has been made, a partition has been put up in the supervisor's room. to cover the west corner, which we think is an inprovement; the planks for a path to wheel coal and flre-wood to the court house have been bought, and other minor matters have been attended to. Your committee went to Detroit, as they thought, to concludeabargain with the Detroit Safe Co., but fouud that the company had no recollection that auy of their agents had made any offer to Washtenaw county about safes (as we were informed by our County Treasurer), but they recollected that an Ann Arbor gentleman had been in their office and they had some conversatlon about safes. The company, after we had made our statement, dld make this offer: "They would takeour bnrglar-proof safe and $72-5 bonus for a safe sueii as we wauted, and for a safe for the probate office, $250 to $275." Your committee could not make a bargalu on these figures as we only had 8150 to do with. To give our safe and 8OT5 for two safes only, whiTe our safe is worth now $ 1,200 would make 12,175 for the two safes. We corresponded with the Hall Safe Co., of Ciucinuati. and the Diebold Safe Co., ot Cantón, Ohio,and,on theflrst proposition, they were nearly alike, being $700 md $725, but on such safes as we have. The Diebokl Co. was the lowest. They offered us two safes. No. 30, for $275. Your coramittee knew that the safe in the Clerk's office was a poor old thing, and we asked Mr. Clark (Couniy Clerk) if he would accept a No. 30 safe (we showed lilm the draft), he was very mnch pleased with the offer, so we did make a bargain with the last named company: Th ree safes, No. 30, delivered in Ann Arbor at the depot of the Toledo, Ann Arbor & Northern Ft. R. for $400 ; we paid $lb to move tliem to their respective offices, as named on the safes, and took the old safe down into tiie basement. We have now four safes, with an additional cost of about $41ö; and, although we did not please everybody, we hope you wlll be satlsfled with this transaction, for we dld tiie best we'knew how for the people. We have rented tothe Washtenaw Insurance Company the room they occupy now for $50 per year, and for the use of some flrewood in fall and spring, $3 ; total, $53 dollars per year. We have insured the county buildings for (8,560 In good companies for three years at a premium of $166.40, for three years, or $55.47 per year, wliich will cease December 17th, 1882, on the various buildings: On poor house proper and residence, $3.600 Onaeylum 2,400 Oa the lar-je barun, Nog. 1 and i, each $300.. . . 600 On norse bain 175 Onwash bouBO (;o Op Htde building, s. w 50 Ou county jail 1,600 Onjailbaru 75 We found it necessary to put railings in tiie opening in the court house halls for the protection of the ehildren. We also had to buy a large araouut of glass, for the glass in the eourt house is of a poor quality and many lights have been broken. We have replaced them with good plate glass and have sent to New York by Mr. Sorg and Mr. Hutzel, glass dealers, and, we think, got the glass cheap. We also found that the s. w. chirnney in the jail needed rebuilding. We have made in it an eight inch üue ; the old one was only four and easily fllled up., A good many repairs were necessary, and all the bilis will come before you for examlnation, aeeordiog to the resolution adopted by the last board. Some other things need looking iuto, and reform in some things is very necessary, all of which Is most respeclfully submitted to your honorable Board. Signed, THOMAS YOUNG, CONRAD KRAPF, VM. Mr. Purtell moved that the cominitteeon claims be Instructed to allow statutory rates only for services charged in bilis presented to them. On motion of Mr. Rose, all actioii taken this morning in relation to printing, except I tlie appointuient of thecommitteeon printIng, was reconsidered. Mr. Rose presented the following resolution, whicu was adopted : Resolved, that the committee on printing be instructed to receive bids for publishing the pioceedings of tina Board in some weekly paper in Washtenaw county, and also for printing 500 copies of the Rame in pamphlet form, similar to those of 1879; that said bids be filed witli the County Clerk, to be opened on the second Tiiursday of the present session of this Board. Mr. Rose oftered the following resol ution : Resolved, that when the contract for the publication of the proceedings of this Board shall be awarded to some county newspaper. the same shall be commenced within one week of theawarding of said contract, and shall be concluded within four weeks after the final adjournment of this Board. Mr. Burch moved to amend by striking out tlie words "within one week of tlie awarding ot' said contract." Amendraent carried. The original resolution as ameiuled was adopted. Mr. Kose moved that the Chali appoint a committee of three to confer witn Mr. Wilbur in the matter, and that the clerk notify Mr. Wilbur and the county surveyor to meet said committee at some convenient time and place to be disignatcd by the committee.
