With tliis view, one of the war ballons was sent up near Dungeaesa nomé weeks ago, of course with no oecupant in the ear, and a military photographer was instiueted to depiet the result of the experiment in his camera, 'l'he bitter was 80 far siiecessful tliat he at any rate managed to get an imprcssion of the bursting snell and colapsmg balloon upon his plate. The balloOE was permitted to rise to ,i hight of 800 i'eet. and thephotogi-apher was statioued with the cannon - orraüier, at a range ofnölessthan 2,000 yards. A shell was buist so cleverly in frpnt of the balloon that it Bank, as grevioUsly wounded almost as Caesar, withtwentyflve wouiuls in its body. The photographer Bhowa the wounded lialloon stili in mid-air, and the shell bursting abont 200 yards on the left. The Conaecticut EducationaJ ('ouncil held its annual sessidn last week. The chief wurk done was the adoption of the draft of a law tor the examination of teacheis. Tliis provides tor the nomination by the state Board of Education and the appointtuent by the Legislature of a state Board of Examinara; this board to eonsist of ïünc persons of known skill and experience in teaching. The remuneration will be not more than 3 a day during official service. The City Marshal of Atkinson, Kan.' colleuts the license f ees of travelling shows, and also demands free admission. In a recent instance he was excluded, and the manager, being arrested, was fined $10 and costs, becattse the license ordinance psovided that the official ahould be allowtd to witnes all perI formalices.
